Headwaters Resource Conservation & Development  Headwaters RC&D is an independent, nonprofit 501(c)(3), nonpartisan group.  Headwaters RC&D Area, Inc. provides technical assistance for natural resource, community development and economic development projects and programs.  Its mission is to improve the economic and social well-being of the region through conservation, development, and proper use of natural and human resources.
